Meet SOMDA Commissioner Mohamud Moalin : A Leader in Disaster Management

Mogadishu (LM) Since his appointment in August 2022, Commissioner Mohamud Moallim Abdullahi has been at the forefront of the Somali Disaster Management Agency (SoDMA), ushering in a transformative era for Somalia’s humanitarian and disaster risk management sector. Under his dynamic leadership, SoDMA has become a pivotal institution, delivering life-saving interventions and fostering collaboration among stakeholders.

One of Commissioner Moallim’s earliest challenges arose in late 2022, when Somalia faced one of its worst droughts in decades, threatening millions with famine. “Swift action was essential,” he stated. “We mobilized resources and enhanced coordination among government agencies, international partners, and local communities.” His strategic deployment of early warning systems and community-centered response mechanisms proved crucial in averting a full-scale famine, saving countless lives. “We turned a potential disaster into a story of resilience,” he added.

A landmark achievement of his tenure has been the full operationalization of the National Emergency Operations Center (NEOC), which now serves as the nerve center for Somalia’s disaster response. “The NEOC has revolutionized our approach to emergencies,” Commissioner Moallim emphasized. “Real-time data collection and crisis monitoring ensure a more efficient and unified response.” This centralized approach has significantly improved the speed and effectiveness of disaster interventions.

Recognizing that prevention saves lives, he spearheaded the modernization of Somalia’s early warning systems. “In 2023, when El Niño-induced floods hit, our preparedness made a significant difference,” he noted. SoDMA pre-positioned supplies and deployed rapid response teams, significantly reducing the impact of the floods. “We transformed our vulnerabilities into strengths,” he remarked, highlighting the importance of readiness in a climate-vulnerable nation.

Beyond natural disasters, Commissioner Moallim has shown exceptional leadership in addressing the humanitarian fallout from military operations against Al-Shabaab. “As territories were liberated, we had to act quickly to provide urgent aid to displaced civilians,” he explained. Under his guidance, SoDMA collaborated with regional administrations, the UN, and NGOs to deliver necessary assistance, prioritizing vulnerable groups, including women and children. “In times of crisis, compassion must guide our actions,” he stated.

His ability to foster trust among national institutions, international agencies, and local communities has been a hallmark of his leadership. “Transparency and accountability are vital,” he stated. By promoting joint planning, he has strengthened partnerships with various organizations, enhancing Somalia’s capacity for disaster response. “Together, we can build a future where no one faces a crisis alone,” he affirmed.

Before leading SoDMA, Commissioner Moallim accumulated extensive experience in disaster management and governance. His roles as a senior advisor to the Turkish Red Crescent and positions within Somalia’s Ministry of Interior and the Office of the President enriched his understanding of crisis governance. He holds a Bachelor’s degree in Politics and International Relations and a Master’s in Criminology and Security Management, which inform his holistic approach to disaster risk reduction.
