Somalia Launches National Policy on Civil Servants’ Ranks and Salaries

Mogadishu (LM) Prime Minister Hamsa Abdi Barre has officially launched the Implementation of the National Policy on Civil Servants’ Ranks and Salaries, a significant initiative aimed at strengthening the Somali workforce. During the launch event, the Prime Minister emphasized that this new policy will replace the outdated system that has long governed government employees, improving performance, fairness, and enhancing the capabilities of civil servants.

“Today is an important day for the nation and the government employees,” Prime Minister Barre stated. “The launch of this national policy is one of the most important plans that have been approved. It is a success. We want the cabinet and all government employees to be sworn in equally, so that they can serve their country faithfully.”

The Prime Minister stated the Somali government’s commitment to protecting workers’ rights, asserting that this policy is crucial for promoting good governance and labor justice as part of the National Transformation Plan. This plan aims to modernize the country’s institutions and improve overall governance.

The new policy is structured around a 1,000-point assessment system based on four key pillars: knowledge and experience, responsibility, effort (both mental and physical), and working conditions. It establishes eight levels of grades, ranging from A to G, ensuring that salary determinations are aligned with employee performance and eliminating bias.

This progressive initiative is expected to foster a more equitable workforce while enhancing the efficiency and effectiveness of government operations in Somalia.
